The Department of Administration acknowledges the importance of transparency and accountability in building trust with our stakeholders. Accordingly, this page is dedicated to building this trust by providing copies of the various reports the agency is required to submit annually. At the Department, our goal is to provide the public with easily obtainable information to increase the public's trust in its government.
Proviso 117.29 of the FY 2015-16 Appropriations Act directs each state agency to prepare an annual accountability report in accordance with the guidelines published by the Executive Budget Office. The annual accountability report has both retrospective and prospective components in which agencies discuss their accomplishments and expenditures from the previous fiscal year and their goals and objectives for the upcoming fiscal year.
Bank Account Transparency and Accountability
Proviso 117.84 of the FY 2015-16 Appropriations Act directs each agency which has composite reservoir bank accounts or any other accounts containing public funds which are not included in the SC Enterprise Information Systems to provide a report for each account disclosing every transaction of the account for the previous fiscal year. Per proviso, the report includes: 1) name(s) and title(s) of each person authorized to sign checks or make withdrawals fro the account; 2) beginning and year-end balances of funds in each account; and 3) data related to both deposits and expenditures of each account.
Fees and Fines Report
Proviso 117.75 of the FY 2015-16 Appropriations Act direct each state agency to report all aggregate amounts of fines and fees that were charged and collected by the agency in the previous fiscal year. Per proviso, the report includes: 1) statute, regulation, or proviso granting the authority to charge, collect, or receive the fee or fine; 2) amount of the fee or fine; 3) amount received by source; 4) agency's purposed use of the fee or fine; 5) amount, if any, transferred to the general fund of the state; and 6) amount, if any, transferred to any other entity.
Palmetto 800 Report
Proviso 93.23 of the FY 2015-16 Appropriations Act directs the Department to administer and coordinate First Responder Interoperability operations for the statewide Palmetto 800 radio system to better coordinate public safety disaster responses and communications. Per proviso, the Department must provide a report on the status of the integration of the statewide Palmetto 800 radio system annually. The report includes a listing of entities not integrated into the system as of the close of the previous fiscal year and the reason they are not integrated.
Wireless Tower Report
Proviso 93.17 of the FY 2015-16 Appropriations Act directs the Department to coordinate tower and antenna operations within South Carolina state government. Per proviso, the Department must annually report all revenue collected and disbursed during the previous fiscal year. Included in the report is a summary of each agency's overall revenues, whether retained by the agency or remiited to a separate fund.
