Information Technology (IT)

Executive Order 2016-07 required cabinet agencies to utilize new general ledger (GL) codes in South Carolina Enterprise Information System to better categorize information technology (IT) expenditures. The FY17 General Appropriations Act, Proviso 117.133 extended the same requirements to all agencies.  The FY18 General Appropriations Act, Proviso 117.121, brought these requirements into FY18.

Note: Please be advised, it is the agency's responsibility to ensure the proper IT GL codes are used.

To assist in determining the correct IT GL code to use, based upon the type of expenditure, a number of useful documents can be accessed via the links below.

Real Estate

Pursuant to the objectives established in Proviso 118.2 and Executive Order 2016-06, The SC Department of Administration (Admin) has been tasked with implementing a strategic plan for the ownership and management of the State’s real property.

  • Executive Order 2016-06 requires compliance by cabinet agencies and strongly suggests that all agencies and departments follow the directives.
  • The implementation of the plan will be a long-term process that will require new functionality in South Carolina Enterprise Information System or tightly integrated with South Carolina Enterprise Information System.
  • Phase 1 began July 1, 2016. The Comptroller General’s (CG) Office has created GL codes that must be used when processing real estate-related transactions.

Please ensure all agency finance and purchasing South Carolina Enterprise Information System users carefully review the following real estate-related documents which were presented by The Department of Administration on May 18, 2016.
