The State Fuel System Program provides customer agencies with more than 4,700 fueling stations to choose from across the state of South Carolina. The fuel price is based on wholesale fuel prices taken from the Oil Price Information Service (OPIS), a national publisher of gas prices. To obtain the best possible pricing, the state has been divided into the following four zones:
- ZONE 1 – Spartanburg Terminal – Abbeville, Anderson, Cherokee, Greenville, Greenwood, Laurens, McCormick, Oconee, Pickens, Spartanburg and Union counties.
- ZONE 2: – North Augusta Terminal – Aiken, Allendale, Bamberg, Barnwell, Calhoun, Clarendon, Edgefield, Lee, Lexington, Newberry, Orangeburg, Richland, Saluda and Sumter counties.
- ZONE 3: – Charlotte Terminal – Chester, Chesterfield, Darlington, Dillon, Fairfield, Florence, Kershaw, Lancaster, Marlboro and York counties.
- ZONE 4: – Charleston Terminal – Beaufort, Berkeley, Charleston, Colleton, Dorchester, Georgetown, Hampton, Horry, Jasper, Marion and Williamsburg counties.
Agencies (available to any state, county or city government) are billed minus Federal excise taxes. This removes the burden of filing for excise tax reimbursement.

If you are new to the fuel card program, please contact the SFM Fuel Card Coordinator to set up service and receive fuel cards.
If you need a replacement card because your card is lost, stolen or damaged, please report the problem to your Agency Fuel Card Coordinator. The forms below should be used to order new fuel cards only. Complete the form with the correct information for your agency and vehicle, then click the submit button to send your request to State Fleet Management.
