In accordance with Section 13 of South Carolina Senate Bill 399 (Act No. 60 of 2023), the South Carolina Department of Administration (Admin) seeks proposals from independent, third party experts, consultants or advisors to analyze and make recommendations related to the missions, delivery models and organizational structures of all state agencies concerned with the overall public health of the State.

The awarded contractor will be required to take all actions necessary to determine and analyze the effectiveness of the current mission, delivery model and organizational structure of each existing state agency performing public health services in South Carolina. They will also receive input from the client populations served by the agencies. The awarded contractor will make recommendations to improve public health services delivery, operational efficiencies and maximize resource utilization and prepare reports required by Senate Bill 399.
