Provides technical consulting and training to users in the selection, installation and application of computer hardware and software and in the design of voice and data networks, and web sites.
Some positions in this class may have supervisory responsibilities.
Conducts interviews with users, compiles interview data, develops recommendations and presents recommendations to management. Coordinates the planning and development of voice and data networks and data processing systems. Performs systems maintenance to file servers to ensure a proper operating environment. Performs any hardware and software upgrades to the file servers and installs new and enhanced products. May be responsible for recommending upgrades and enhancements of network and desktop systems to the IT manager. Creates a written policy for file storage and retention and monitors network space. Documents an agency-wide backup policy for the most efficient backup procedures. Maintains network security. Directs hardware installation and on-line activities to allow users to operate with the best technical network services possible. Provides user hardware and software training. Consults with vendors on software packages and hardware. Designs and writes programs to interface with microcomputers and mainframes. Develops standards for web pages in order to ensure a coherent and usable site. Standards should address content, page layout, and design. Trouble shoots web pages, tests download time, checks grammar and spelling, verifies links, and check for HTML errors. Designs equipment configurations. Conducts post-installation studies and evaluations. Maintains good relations with agency management and officials, vendors and users.
Knowledge of communication or information systems and voice networking. Knowledge of hardware and software systems setup and connectivity for file servers. Knowledge and technical expertise of network security. Knowledge in page layout and graphic design. Knowledge of various software and their uses. Knowledge of computer system analysis, design, testing, debugging and maintenance techniques and practices and of microcomputer hardware and software. Ability to analyze data and provide solutions to complex problems. Ability to prepare technical and user-friendly reports in a clear and concise manner. Ability to establish working relationships with committee members, users and vendors. Ability to communicate effectively.
A bachelor's degree and experience in automated information or communication system design, installation, operation, repair, sales or marketing. Related experience may be substituted for the bachelor's degree on a year-for-year basis.
