Provides advanced technical consulting to users in the selection, installation and application of computer hardware and software and in the design of voice and data networks, and web sites. Provides direction to an agency in the use of information technology.
These positions are the most complex and advanced consultant level and are usually found in larger state agencies. Some positions in this class may have supervisory responsibilities.
Advises agency management on the most strategic uses of technology to support agency activities. Directs and coordinates the planning and development of voice and data networks and data processing systems. Performs systems maintenance to file servers to ensure a proper operating environment. Performs any hardware and software upgrades to the file servers and installs new and enhanced products. Researches and recommends upgrades and enhancements of network and desktop systems to the IT manager. Creates a written policy for file storage and retention and monitors network space. Documents an agency-wide backup policy for the most efficient backup procedures. Determines and implements appropriate network security and related policies. Conducts or coordinates interviews with users, compiles interview data, develops recommendations and presents recommendations to management. Directs hardware installation and on-line activities to allow users to operate with the best technical network services possible. Consults with vendors on software packages and hardware. Performs career development and training of personnel, interviews and selects personnel, evaluates employee work performance and reviews job evaluations and development. Designs and writes programs to interface with microcomputers and mainframes. Develops standards for web pages in order to ensure a coherent and usable site. Standards should address content, page layout, and design. Edits HTML source codes. Trouble shoots web pages, tests download time, checks grammar and spelling, verifies links, and check for HTML errors. Provides user hardware and software training. Designs equipment configurations. Conducts post-installation studies and evaluations. Maintains good relations with agency management and officials, vendors and users.
Knowledge of communication or information systems and voice and data networking. Knowledge of hardware and software systems setup and connectivity for file servers. Knowledge and technical expertise of network security. Knowledge of page layout and graphic design concepts. Knowledge of various types of software and their uses. Knowledge of computer system analysis, design, testing, debugging and maintenance techniques and practices and of microcomputer hardware and software. Knowledge of management skills and techniques. Ability to analyze data and provide solutions to complex problems. Ability to prepare technical and user-friendly reports in a clear and concise manner. Ability to establish working relationships with committee members, users and vendors. Ability to communicate effectively.
A bachelor's degree and experience in automated information or communication system design, installation, operation, repair, sales or marketing. Related experience may be substituted for the bachelor's degree on a year-for-year basis.
