In a supervisory or managerial capacity, performs advanced and strategic transportation planning and engineering work in support of statewide and regional transportation initiatives.
Under limited supervision, incumbents apply advanced knowledge of planning and engineering principles and techniques and utilize specialized professional proficiency in the planning and development of transportation projects.
Leads the development and implementation of comprehensive transportation plans and corridors studies to address emerging transportation needs. Coordinates project prioritization and ranking processes. Leads project evaluations to identify engineering solutions for transportation projects and establishes cost estimates and project development schedules prior to implementation in regional transportation plans. Provides strategic oversight and technical assistance to regional planning agencies, ensuring consistency and integration of engineering solutions into federally required transportation plans. Manges and oversees consultant contracts and performances, ensuring quality, cost effectiveness, and compliance with federal and state regulations and policies. Reviews and analyzes regional planning agencies’ budgets to ensure alignment with project cost estimates. Represents the agency in public meetings, interagency workgroups, planning forums, and delivers high level technical presentations to internal and external stakeholders.
Knowledge in transportation planning and engineering principles, including multimodal planning and project development processes. In depth knowledge of applicable federal and state laws and regulations pertaining to planning and engineering activities. Ability to develop, evaluate, and implement complex transportation strategies and engineering solutions. Ability to supervise and oversee the work of professional engineering planning staff. Ability to communicate effectively in technical writing and speech and to facilitate collaboration.
A bachelor's degree in planning, urban planning, urban technology, engineering, engineering technology, construction science and management, geography, geographic information technology, or a related field, and transportation planning or engineering work experience; or an approved acceptable equivalence.
