The Executive Budget Office’s State Clearinghouse (SCH) serves as the state’s single point of contact (SPOC) for federal assistance applications to programs covered under Presidential Executive Order 12372, created to establish the Intergovernmental Review Process (IRP). 

The intent of an Intergovernmental Review of Federal Programs is to increase collaboration statewide among entities applying for the same source of funds, avoiding duplication of work. To that end, when possible, notification before the submission of the proposal/application to the funding federal agency is needed.

In South Carolina, only certain federal programs covered under Presidential Executive Order 12372 have been selected for review. For programs subject to the state’s IRP, a Project Listing overview is available. 

For grant programs subject to the state’s IRP, applicants must provide notice of their project before — or at the same time as — they submit their application to the federal grantor agency by:

  1. Completing the Form Submission online.
  2. Uploading a PDF copy of your SF-424 grant application.

Notices will be posted to the Bulletins Table daily, which begins the 30-day review period. 

  • An Acknowledgement Letter with a state assigned reference number (SAI) will be sent to you upon submission of your notice.
  • A Clearance Letter, along with any relevant comments received, will be sent to you once the review period has concluded.  

On your SF-424 application: 

  • Check box 19a. for grants selected for our state’s IRP and enter the date your notice was submitted (above).
  • Check box 19b. for grants not selected by our state for review. 

Note: You do not have to wait for results of the IRP to submit your grant application to the federal granting agency.
