The Assistant Facility Administrator (AFA) plans, directs, and coordinates the actions of all security staff in the assigned facility, while maintaining compliance with agency policy and procedures along with federal and state law.
Works under the limited supervision of the Facility Administrator.
Provides direction and guidance to Captains to ensure the safety and orderly operation of the facility. Manages Captains to provide youth with a safe and secure environment that fosters healthy decision-making and is conducive to rehabilitation of at-risk youth. Assists the Facility Administrator in planning, directing, and supervision the operations for the facility. Assists in managing the hiring process by serving on interview panels. Monitors the Living Units for high-risk youth in need of intensive services and supervision. Monitors and evaluates the intensive living units for youth displaying positive behavior and ensures youth are maintained in the least restrictive environment required for safety and security. Ensures staff and youth have the necessary equipment and supplies. Monitors and evaluates work performance of staff, counsels staff and conducts quarterly climate meetings to address staff concerns and issues. Ensures that security officers are up to date on their security certification trainings to remain in compliance with the agency policies, rules, and regulations. Assists in preparing and providing Monthly Facility Reports as required to include quarterly inspection, weekly incidences, use of force, and medical and segregation logs for the Deputy of Security and Operations. Meets Performance based Standard (PbS) requirements. Serves as the alternate on-call official for the facility and ensures the Deputy of Security and Operations and Associate Deputy are up to date on all events and incidents occurring at the facility.
Knowledge of state laws pertaining to facility rules, regulations, requirements for youth control, and compliance with SC Child Abuse Statutes. Knowledge of the purpose, methods, and operational practices of DJJ facilities. Knowledge of various methods of instructing and supervising youth in various activities. Ability to exercise good judgment and initiative in a variety of situations. Ability to build healthy relationships with youth and effectively communicate with them in order to promote respect and trust and manage challenging behaviors in a mature and professional way and in accordance with training. Ability to maintain safety and security according to policy and training. Ability to lead and develop new officers. Ability to complete required reports. Ability to establish positive working relationships with other employees. Ability to operate a state vehicle. Skill in leadership, management and administration.
Must be an officer in compliance and certified with Continuing Law Enforcement Education (CLEE) or must obtain this certification within the required timeframe established by the hiring agency. Some positions require completion of the Correctional Officer Basic Certification Course and completion of the Correctional Officer Supervisory Course or completion of both courses within the required timeframe established by the hiring agency after placement into the position. Incumbents may be required to fulfill all South Carolina Law Enforcement Training Board requirements for law enforcement certification. Some positions require a commercial driver's license.
A bachelor's degree and supervisory experience in a correctional environment or relevant military experience. Relevant experience may be substituted for the bachelor's degree on a year-for-year basis. A bachelor's degree in a related field may substitute for the required supervisory experience. Must Ability possess a valid state driver's license.
