Performs professional work in the administration of human resource programs and the interpretation of policies and procedures.
Positions in this class include both entry-level and journey-level positions. Once learned, work may be performed independently and involve both recurring duties and new assignments. Some incumbents serve as personnel liaisons for a non-centrally located human resources office that submits documents and actions to a central office for approval.
Participates in recruiting and employment activities. Performs benefits administration activities. Conducts orientation sessions to acquaint new employees with agency policies, procedures and regulations. Assists with records management responsibilities. Performs various duties in classification and compensation administration. Provides assistance with employee relations programs. Develops and maintains information from surveys, studies, special projects and general human resource activities. Assists with the development and management of human resources information systems. Assists in the coordination of related programs such as wellness campaigns, employee assistance programs, charity fundraisers, employee health and safety, promotions, etc. Drafts revisions to personnel policies and procedures. Develops, implements and coordinates statewide programs relating to employee suggestions and awards.
Knowledge of principles and practices of human resource management. Knowledge of the policies and procedures of the program area of assignment and of agency policies and procedures. Ability to establish and maintain effective working relationships. Ability to make and communicate decisions. Ability to analyze data and present ideas effectively. Ability to communicate effectively.
A high school diploma and clerical or administrative experience. A bachelor's degree may be substituted for the required work experience.
