General Nature of Work

Provides a full range of Human Resources services to assigned organizational areas. Coordinates classification, employee relations, recruitment, benefits administration, records management or other specialized human resources activities; provides professional technical assistance in the administration of human resource programs.

Guidelines for Class Use/Distinguishing Characteristics

Positions in this class are responsible for coordinating complex administrative support activities for multiple human resource programs and may serve as personnel liaisons for a non-centrally located human resources office that submits documents and actions to a central office for approval. Liaison between Administrators and Human Resources, and works with both to identify Human Resource needs. Assists in the development and implementation of programs/services to meet needs of departments.

Examples of Work

Assist human resource management in the coordination of classification, employee relations, recruitment and employment, benefits and records management functions. Act as a resource on human resources matters, providing guidance, assistance and support to management, supervisors and administrators. Assists with recruitment effort of employees and may participate on hiring committees. Conducts orientation sessions to acquaint new employees with agency policies, procedures and regulations. Assists in the coordination of related programs such as wellness campaigns, employee assistance programs, charity fundraisers, employee health and safety, promotions, etc. Consults with management regarding employee turnover, absenteeism, changes in work settings employee motivation and recognition and other employee-related aspects. Provides HR Policy guidance, interpretation and training; communicates regulatory and policy information to area managers. Maintains compliance with federal and state regulations concerning employment laws. Trains managers in Human Resource practices (i.e. hiring, performance management, anti-harassment, employee counseling, etc.). Consults with managers and supervisors concerning individual employees or groups, identifying and resolving employee-related matters, and providing guidance and mediation on staffing and management issues. Performs front line employee relations, handles employee relations counseling and exit interviewing. Manages the first step in the informal complaint process within assigned areas. Maintains human resource records. Accesses human resource data and compiles reports for data-driven decision making. Conducts organizational analysis to assist management with strategic staffing plans.

Knowledge, Skills and Abilities

Knowledge of principles and practices of human resource management. Knowledge of the policies and procedures of the program areas and of agency policies and procedures. Knowledge of federal laws and state regulations affecting human resources. Ability to establish and maintain effective working relationships. Ability to analyze needs and to recommend and communicate solutions effectively.

Minimum Requirements

Bachelorメs Degree and experience in human resources.
