General Nature of Work

Plans and directs the activities of a public information program or supervises one or more major sections of a large and comprehensive public information program at a state agency or institution.

Guidelines for Class Use/Distinguishing Characteristics

Positions in this class direct a major public information program consisting of a large number of functions, services, work processes, etc., or supervise one or more sections or functional divisions of a large and comprehensive public information program.

Examples of Work

Develops and administers promotional and informational programs designed to promote and explain agency goals, activities and objectives. Directs public information divisions or sections; plans and implements total information and promotion programs. Writes, edits and publishes educational, technical and scientific materials for dissemination or supervises personnel performing such activities; prepares articles concerning special events generally having local or national interest or requiring sensitive treatment. Serves as managing or associate editor of publications, supervising the production of each issue; conducts production meetings with editorial and graphics staff, writers and photographers. Supervises the development and dissemination of news releases utilizing various public information media. Manages marketing and advertising functions, including establishing and maintaining communication with clients and providing market support services for events. Manages the performing arts series of a university, including negotiating contractual terms with performing artists; serves as the primary liaison between the agency and clients, committee representatives, education groups, etc. Plans and develops educational, research and public service information programs for state, civic, service, business and community organizations. Delivers speeches and presents programs to various organizations; arranges public informational functions for the agency. Develops and manages the public information budget. Serves in an advisory capacity to an agency/division concerning public information matters.

Knowledge, Skills and Abilities

Knowledge of journalistic principles and practices and techniques of disseminating information to the public through news media. Knowledge of the methods and techniques used in planning, composing, editing and producing publications. Knowledge of principles and methods of planning, conducting and supervising large-scale public relations programs. Knowledge of business management practices and procedures. Knowledge of agency programs, policies and procedures. Ability to gather, organize and present oral and written information in a clear, concise and accurate manner. Ability to establish and maintain effective working relationships with the news media and the general public. Ability to supervise subordinate personnel.

Minimum Requirements

A bachelor's degree and professional experience related to the development and dissemination of informational material.
