Plans, develops and directs a comprehensive informational and/or educational program at a state agency or institution.

Guidelines for Class Use/Distinguishing Characteristics

Positions in this class are responsible for agency informational programs which are diverse and/or numerous and which are essential to the agency's mission. Incumbents participate in top management policy decision making.

Examples of Work

Plans, develops and directs communication strategies and long-range public information and/or education programs designed to promote and explain agency goals, activities and objectives. Directs a professional public information staff in complex and varied assignments, including the production and distribution of news and feature releases, publications for internal and external uses and multimedia presentations. Prepares news releases, articles, scripts, speeches, media campaigns, educational materials, etc., which require a high skill level or involve politically sensitive information; reviews and approves all programs, publications and media projects prior to submission. Directs the planning, development, editorial content, production and evaluation of informational and promotional printed material, magazines, scholarly journals and other periodicals. Plans and directs the marketing, advertising, circulation and production functions for magazines and other periodicals; directs agency or institution marketing programs. Develops policies and procedures governing the release of agency information; acts as official agency spokesperson. Directs the implementation of in-service training seminars, workshops and conferences; produces and publishes training literature and materials. Develops and manages the public information budget.

Knowledge, Skills and Abilities

Knowledge of journalistic principles and practices and techniques of disseminating information to the public through news media. Knowledge of the methods and techniques used in planning, composing, editing and producing publications. Knowledge of principles and methods of planning, conducting and supervising large-scale public relations programs. Knowledge of agency programs, policies, procedures, objectives and goals. Ability to gather, organize and present oral and written information in a clear, concise and accurate manner. Ability to establish and maintain effective working relationships with the communication media and general public. Ability to supervise subordinate personnel.

Minimum Requirements

A bachelor's degree and experience related to the development and dissemination of informational material.
